He's really just tying up any loose ends left at this point; I'm sure that before or after The Carter V he'll release that collab with Birdman that's been trying to get released for a few years, and then even after The Carter V I seriously doubt he'll be done with rapping permanently. He most likely means that he's retiring from albums, I'm sure he'll still continue to do guest spots on other songs for a bit while he's pursuing this skating "ambition" of his, and not just throw in the towel on rap music completely.
