Nah, they are mega cheapskates - I'm a freelance graphic designer/lettering artist and I've been contacted by their merchandising company on multiple occasions asking for designs. Unfortunately they are barely willing to pay $150 for a t-shirt design (which is slightly more than 1/3 of my typical rate for those), so I don't imagine I'd fare much better with them on album art (which would then include back cover, tray insert, disc, booklet, etc.). Album art should be around $1500 minimum, definitely more for a band of their stature, which I know they won't pay.

I guarantee that artwork took less than 2 minutes. My bet is that they had commissioned an artist, he/she went MIA when the deadline arrived for production and they just had to whip up something on the spot. Either that or they got overly caught up with the whole flat design/minimalist trend happening lately and took it 10 steps too far.
