The brothers who were original members have been very transparent about that in numerous interviews.

The truth is somewhat in the middle allegedly.
Hayley and the Farro brothers were in a band together in their teens. Atlantic records wanted to sign Hayley solo. Hayley allegedly pushed back that she wanted to bring along her band. The 'compromise' was Hayley solely signing to Atlantic and the full band signing to Fueled by Ramen.
