Pretty much it, although generally how insurance works is that you pay upfront for it, so they definitely must've paid for it. Regardless, their own insurance company turned on them for whatever reason.
I heard it being compared to buying auto insurance, getting in an accident, and then your insurer suing you instead of covering you in the aftermath.

The thing about Half Life is I think Valve is just waiting it out-you know, waiting until everyone accepts it will never happen. I don't know if they wrote themselves into a corner or just completely lost interest in the game world or what. All I know is that you don't stall this long without any confirmation that it is a possibility going forward if you had any intention of doing, not if you are some massive company known primarily for that IP.
Same with Tool. If they really wanted to make a post 10,000 Days album, we would have had it by now.
