It is absolutely worth taking a shot. You don't need to have an insane amount of reviews to get promoted, although consistency (1 review/month is a good reference) is appreciated. If you do not get promoted, it does not hurt your future chances in any way. It may actually help because (1) name recognition and (2) it shows you really want it.

1) Album Editor... or whatever the hell you want to call giving me the power to manage and approve artist and album pages and merge stuff etc.
2) I've added literally thousands of albums and artists to the database and thus have also broken thousands of album artworks much to Jom's chagrin. Out of sheer convenience having me have access to the approval queue and ability to edit peoples often less than satisfactory attempts at expanding the sites database.
3) I mean if you gave me comment and list deleting privileges I could contribute by censoring the constant assault of weaponized cyber-aids this site suffers from or if I had blog features I could definitely contribute some highlights on a lot of more underground fields that the site is generally lacking in, but really, I'm just lookin' to make the database better and I have the knowledge for it and I've already wasted 10 years of my life on this site so might as well just go balls deep on this shit at this point.
4) Yes. My job allows me to explore music basically 24/7 and I add most of what I listen to to the database. And I've been consistently active on here for a long time so I would be a pretty big help with the little details like these while you guys focus on other concerns.
5) I review like once a year and have next to zero interest in increasing that number at all.
6) I've delved deeply into most categories but currently, the vast expanses of Electronic music mostly. Which is fortunate for this site considering how lacking we are in that category and how large of a demograph it is.

9) Gradually purifying ampersands from artist and album names from the entire site, and proposing a universal guideline for the proper way to add multiple artist albums and how to distinguish between artists with the same name etc so that things are easier to find. consistency in that department would probably reduce the amount of redundant artist pages and problems related to that. And I'd be super down to do a "song of the week" blog thing showcasing new stuff from artists within my niche.

Look, I know I used to be a shit-rat and I'm not expecting to acquire any power here as I wouldnt expect to be trusted with it until I have proven that I'm not as much of an asshat anymore but also I clearly care about this site and have some sentimental attachment to it and I think I could make your lives a little easier by just having the ability to do a few non-mod related tasks. I imagine the collective decisions board is already going through submissions to an extent, I’d suggest doing what previous years have shown. Worthy latecomers may be added even after initial promotions go through. Those deserving will find their way.
