Sun City Girls' first album is 150 bucks or so on Amazon, 600 for the vinyl. I'd MAYBE consider that because it's a wonderful album, rare, and a classic. But this? No way. I mean. Come on.

Also... why would it ever cost 13K to FINISH an album? I mean, it would be cheaper to just buy some high-end recording equipment and set up shop in his own apartment- do it himself or something. I mean, honestly.
