It's never been exclusively "rock and roll" bands. There were many jazz and blues artists inducted since the beginning so I don't see how this is any different. Also, Run D.M.C..

What Deep Purple is not in there?

BR makes sense on pure criteria. changed punk music and helped define the counter-culture of the 80's. if you let in the sex pistols, the ramones, and the clash for their cultural relevance and what they added to the music, you cannot possibly deny BR. brought melody and intellectualism back into punk and spearheaded the soCal punk scene for over 2 decades. The Sex Pistols, by comparison, lasted less than 3 years, made one album (albeit a good one), and could barely play their instruments. Articulate? yes, but it's easier to articulate blind rage and chaos than to pick apart hypocrisies in that grey space between thought and action.

But as usual, the politics of the Rock Hall selection process will rule and bands that deserve it will be kicked in the nuts. I agree that RATM might make it in on pure staying power, which they have in spades.
