Politics in the narrative-saturated 21st century are much less about the actual truth and more about what people believe is true. So long as he can craft a plausible narrative he can maintain that his inefficacy as a leader is due to Congressional obstruction (largely true in the first 2 years) rather than the House being controlled by the opposition party in a country that has two distinct polities living under one central authority. He can't simply admit that he's not going to be able to accomplish his campaign promises as that would be capitulation. Instead, he says he's being treated unfairly. It's actually the best card that he can play at this point. The alternative is to admit that he's been fucked from the start.
