This is relevant at any time in history. BIG still has family alive that would love to see justice, and it's not impossible by any stretch. If you watch the 2pac and Biggie documentary, a lot of people close to the rappers have very strong ideas of who is behind it, and would know better than anyone. Lack of evidence is always a problem though.
