Start-Up for Electronic Producer

I've been thinking about it for a while, but I finally want to start making the music I want to. However, I'm not quite sure where to start when it comes to programs, mics, and other required assets. List is inspirations / music similar to what I want to make

Basically, I aim to make some sample-based stuff. But instead of sampling various pieces of music, I want to sample various everyday objects, the weather, etc. Very much like this guy who does a very similar thing.

Everything from the clicking of keyboard keys, to pouring of milk, to the sound of a running shower, to the sound of car horns and traffic and pedestrians bustling through cities, I feel that there's a lot of musical potential in a lot of non-musical things.

However, instead of focusing on making solely bangers, though those aren't out of the question, I'd like to take things in a much more abstract, chill direction than that Andrew Huang stuff. The psychedelic, hypnotizing use of samples to create an incredibly relaxing, intoxicating environment is music goals. Plus the use of owl sounds and skateboard tricks to kick off specific songs is another example of what kind of things I want to do. Also, I'd aim to incorporate my own vocals, whether it be used as an instrument a capella style, or more conservative uses.

So, taking in consideration what I aim to create, what kind of programs, mics, tech, resources, etc. should I be using? Sorry if this list seems a bit self-fulfilling, but I'm genuinely clueless on where to start.
