maybe he had detuned but he hadn't come up yet with an appropriate formula of riffs that would fully capitalize the properties of the heavy sound
i'm pretty sure that if they could have written MoR earlier in their career they would have done so. It's only a natural progression that this is their 3rd album and listening back to back it makes perfect sense that MoR came after Paranoid

It should also be noted that detuning as far as 3 semitones was not a common practice back then. It was extreme, even for a band like black sabbath, to record a full LP with such a sound.
