The latter. I've been a part of other fanbases that were great in the beginning when it was a (relatively) small community but completely turned toxic once they got large, even with things unrelated to music. The problem is that not only do larger numbers attract more a-holes but they also attract the loud ones that drown out everyone else. Multiply that by a fanbase as big as Taylor's and it's just a chorus of a-holes.
