just went through this again - i was incorrect to determine my gripes to be a culture gap. i can heartily enjoy stuff like macaroom with plenty of japanese flair. it isn't even her high register. i can listen to The Number Twelve Looks Like You or the newest Knoll album without cringing as hard as i do when hearing her voice. it just really really sucks, im sorry
this isn't bad bc everything else is really pleasant and stylized but my enjoyment feels like it's being lanced like a boil with her at the vocal helm

tl;dr fair shit
but, while disliking stylings/voices is ofc okay regardless of cultural background (as previously imparted via tibetan mouth breathing), i think there *is* a culture gap insofar as 1) her vocals are rooted as a crossroads between idol pop and j-punk, both of which are totally different to generalised 'japanese' stylisation à la macaroom and individually acquired tastes (especially idol jfc) and 2) everything about seiko from her public platform to lyrics to exclamative vocal style has this hugely unapologetic quality that only really makes sense coming from a japanese woman and ties into a wider sense of cultural and (by japanese standards ig) political performance that i don't have the energy to go into rn, but essentially the 'value' and resonance of what she's about extends much further than how pleasant her voice is. the kind of artists she's inspired and the social circles she has cred with are much testament to this; this isn't meant to be cosy pop, it's counter-culture burying itself in the mainstream in quite a specific way. no reason why you, or anyone outside of japan or serious-ish familiarity with her work tbh, would be expected to vibe that, but if it ain't a culture gap idk what is
