Sorry, but I have to (dis?)agree with you. If you're referring to classic, as in canonized dream pop albums, then yeah, it's a genre with a history of low quality releases, everywhere, a bit like Trip-Hop. However, in the US and UK the genre is getting far more consistently great releases than in Japan, and there are a shitton of dream pop albums all over the non-Anglosphere that, although not legendary, are very well baked soundwise.

Plus, my initial argument was not necessarily in favor of western, but in the detriment of Japanese dream pop, which scene's is as barren as a desert, even when you isolate it from comparisons. That guy's argument should've been that Fishmans are great because they match up and even surpass other top dream pop artists, and not because they're better than Japan's low effort scene. It's like emphasizing Negura Bunget's is Romania's top black metal band like that means something (there's hardly any other black metal coming from Romania).
