Sometimes contrast isn't necessary, especially when the key change is so awkward and derivative.

I don't think it's awkward; without going in too much interpretation, it's obvious that Beethoven wanted to take the opposite course of the first movement. Liszt said about the second movement that it was "a bloomy flower stuck in between two abysms.

But that's the thing though, a flower blooms. The second movement is nothing more than wilted petals, a pile of repetitive, wilted petals. It fails so spectacularly in what it set out to do, especially compared to the two wonderful movements both before and after it.

i wouldn't describe the second movement as a glaring fault or debilitating flaw. that's a bit much.
