Initial impression:
-Good music, I like the frequent mismatched intros/outros, nothing too daring endures, but that's okay since it's clearly a lyrics-focused album
-Vocals are unique and often good due to resonant emotion, but when he pushes them too hard they sound terrible. He really should stay in his range
-"Spunky" is one of the worst alternative rock songs I've ever heard and should be destroyed
-The songs I knew beforehand ("Novocaine for the Soul" and "Your Lucky Day in Hell") both hold up great
-"Flower" and "Guest List" are also quite good, in fact, "Flower" might be my favorite on here
Overall 3.5/5, could grow if his voice irritates me less on some tracks (it's at its worst on "Mental" for sure)

Nice impression Arse.
Eels have always been a few great songs, couple of shitty ones and some fillers on most albums.
At the time when this came out, the alternative rock wasn't oversaturated, so felt pretty fresh.
