think it's basically the Sputnik equivalent of one Staff member pointing out an attractive person at some sort of social function and letting the other staff members know in no uncertain terms that he/she is keen. then before they can work up the courage or find the right words, another staff member comes sidling in and buys the person a drink. sure, the first staffer can buy a drink later and have their own convo but by then the whole place is aware of the first conversation and they might've even gone home together.
