It's not a rip-off but the musical similarities are really really strong and pretty hard to deny. I think the lyrics are the most telling difference between the two of them as artists.

Speaking of lyrics, a lot of this album seems like Amos dealing with her rape. Does that remain a persistent theme throughout her discog?

Not really, but she deals with other hardships on subsequent albums - I think, in pretty exciting ways, however. Boys For Pele is a breakup-album (and a very idiosyncratic one), whilst a chunk of Choirgirl is about her miscarriage.
