I don't know... he seemed to be the most powerful and well-off person in the story... he lived behind sealed doors in some kind of post-apocalyptic palace where he was surrounded by tons of young women who all appeared to be heavily pregnant (presumably with his children) and behaved as if they had completely sold their souls to him... concubines... yet there wasn't a baby in sight... seemed like he'd been at this for a long time, should be tons of babies around... where do all the babies go?
but yet there seems to be no evidence that can actually prove this theory... the film never explicitly stated he was harvesting his own offspring for mealtime... the scene where he gives Arlen the little tomato and starts talking about how it feeds you, but first it was a seed seemed fishy

But my take was just that he was just a cult-leader who ran the non-cannibal society that he built off an economy based around the drugs he and his harem / followers made. I don't think he was eatin them babies but you do have a point that we don't actually see any babies or many kids at all. But The Dream is supposed to be the one safe haven from cannibals, I think he just wants to populate his commune with his gene pool because he's a megalomaniacal tyrant. He took care of the little girl after all, I don't think he was interested in eatin' people so much as just populating his harem.

I'm convinced that there is something more sinister about The Dream than what they show in that movie
have you seen A Boy and His Dog - another good movie with this setting... if I remember correctly it had a touch more humor/goofiness... The Bad Batch had some funny moments though
