Some of the little quirks that make it sound more like a museum piece rather than something made in the 2020's. There are good examples of music heavily borrowing from old genres that dont just reproduce the sound but use it as a mold for their own take on it. From the top of my head, i'd say last year's erika de casier is a good example of 90's inspired rnb that doesnt sound dated at all

Yes but not everything needs to be new and this isnt r&b, a genre that has had literally no gaps in its evolution since the 90s. Sometimes direct emulation is called for and in this instance, as Lucid said in his summary, this is a masterclass on a particular style. The particular style in question being inherently dated sounding because it is. That's fine that you dont like it, but you're kind of just asking for it to be something it's not and you're going to be hard pressed to find anyone who agrees that this should ditch its essence just to sound new.

I like it tho? Reproducing a style can be a good oportunity to re evaluate it and recontextualize it. Here it feels the idea from the start was to make a disco album like the 70's and tho from a certain pov its pretty laudable, its commitement to a specific sound narrows how the production works. What im trying to say is its not bad, but the direction they decided to go in Is limiting thats all

Considering most pop artists can barely make 2 or 3 songs on an album sound cohesive maybe limitations are a good thing in this instance
