Seems like a fundamental misunderstanding of what punk stands for. Early brittish punkers didn't rely on just making noise, but The Clash still even isn't very subtle. There is more underlying anger in tone of Strummers voice than in most of the full on banging and screaming bands. Parodying singing and tonality projecting being completely fed up with society drives punk message through stronger than most of the loudest bands ever could.
