I feel like an idiot as a grown man of 37 arguing why this review is off the mark, but thus I shall proceed anyway.
Your review intrigued me enough to download the album I had as an 8 year old back in 1990 that probably came with my pizza hut meal. I hadn't heard this album in (I'm guessing 25 years) however in the last fortnight I've played it in it's entirety 5 times and lots of childhood memories came flooding back (in fact I surprisingly still remembered certain lyrics). Most of the songs are also catchy as hell.
My main criticism is this, you acknowledge this album is "a spinal tap for kiddies" (agreed), but then proceed to rate it as a serious, release for adults. You simply can't do that. The review needs to take into account the intended demographic (8-15 years olds), the nostalgia factor and zeitgeist of the late 80s (which you touch on) and how, whilst being lyrically incredibly goofy and juvenile, perfectly captures the ethos of Michelangelo's dialogue in the 80's cartoon series.
I'm not saying this is a masterpiece, however whilst applying the above context, it's more like a 2 of out of 5. This album's contemporaries today would be the Peppa Pig soundtrack, Wiggles albums, He Man.. etc.
Recommended tracks.
Pizza Power, No Treaties both have some good guitar leads
Walk Straight (nice NYOTB rip off)
Count On Us (could have come from any late 80s AOR band)
Tubin' (can't get the chorus out of my head)
Average tracks
April Ballad (good guitar leads again)
Comin' Outta Our Shells (catchy melody but shouldn't have been an album opener)
Sing About It
Awful tracks
Skipping Stones (agree completely with your assessment)
Cowabunga (lyrically terrible but sounds like something 1980's Michaelangelo would write - he is an 80's teenager in the vein of Bill and Ted after all)
P.S. I'm enjoying your reviews. Keep them up.

Yeah it's cheesy AF and the lyrics are horrible but some of these choruses are just too good for their own good
