it's tough because they have totally diff sounds. one is crunchier while the other is more subdued
APC's body of work (2 albums, not gonna count eMOTIVE since it's mostly covers) is more consistent than tool's, for me, but it's also smaller

Well, if I'm listening to feel, I go to APC. If I wanna listen to be exhilarated or just wanna listen to prog music, I turn to Tool. Both bands are great for different reasons.

I agree with you Ciperion! But I have only heard/own one Tool album all the way through and bits of the other ones. Lateralus is their only album that made me want to hear the entire thing compared to the others.
To be fair, though, I don't think there are a lot of similarities between the two except for it being the same vocalist.
Orestes is gorgeous, and I really dig Judith too. The only APC song I have heard that I don't really like is Pet though.
