I agree with many of your points, however, I feel that your final verdict is a bit extreme and a product of bias. It certainly isn't Floyd at its best. But I feel like if the title went like this, "David Gilmour-- A Momentary Lapse of Reason" you wouldn't have harped on it so much.
Personally, I love this album. I love the environmental ambiance in Signs of Life, Learning to Fly is one of my top 10 favorites of Pink Floyd, and musically, Dogs of War is not that bad. One Slip and On The Turning Away, while not up to par with previous Pink Floyd albums, musically still sound decent. Terminal Frost is one of my favorite instrumentals, and the only real gripes I have with this album is the admittedly monotonous singing heard throughout the album, and tracks like Yet Another Movie and The New Machine. But it birthed Sorrow, easily in my top 3 favorite songs.
Is this The Dark Side of the Moon? No. The Wall? No. But there is no way this is their worst album, and nothing justifies this being a 1.5. You gave Music from the Film More a higher rating, hell you gave the Final Cut a higher rating, Ummagumma for god's sake. Is it really that bad? It's musically sound, it doesn't sound bad. It's just your average album, which isn't what we expect from Floyd, but doesn't make it a bloody 1.5. I give it a 3.
