They havnt come far enough with this album. The songs Uprising, Resistance and Unnatural Selection are hardly a step foward from Black Holes and Revelations.
But United States of Eurasia is a true triumph for Muse and the Exogenesis Symphony is a song that really makes you feel.

No Bellamy without Edge? Right. Maybe Guiding Light you can hear a bit, but as a notable influence...no. U2 have been around longer, so they are more successful and are incomparable. Personally, I just think they are majorly overrated and I think their only good stuff is their old music.
