This album is Liquid Tension Experiment with gutless vocals.
Jordan Ruddess may move his fingers at speed of light (whish I could impress ppl this way too), but has just not a bit of the taste Kevin Moore used to put in DT songs. Petrucci do that fast stuff already, and Portnoy too!
Scenes from a Memory is a deliberate step back to Images and Words in every way, but fails in inspiration. Loses the dark atmospheres and refined sound of Awake whilst gains in pandering.
The verbose concept is a simple love crime plus a quite pointless reincarnation thing. And for some reason it seems to be written by a 12yrs old child.
All of the lyrics keep on explaining the plot behind the wonderful Metropolis Pt.1 just like they gave LaBrie a script not considering it has to be a song and said: sing it James! And he does, like Celine Dion!
Main melodies are the most pop lines ever and stuck in mind like summer hits.
Then they had a lot of nice leftovers from Liquid Tension and stitched them together; unfortunately with no intention of relating them with the story.
So you have this doped merry tunes going on in the middle of songs about murders and sad, sad feelings.
Exactly. the story itself couldn't seriously work for that long so Petrucci took care of the emotional aspect with his deadly mawkish ballads.
They desperatly need a producer (ok, not the one from Falling Into Infinity) to keep control of the silliness they can generate endlessly.

It's hardly poorly written. I'm still amazed they got most of it to rhyme and it's pretty genius

How is this a negative?
You're basically saying the melodies are extremely memorable and have the potential to appeal to fans of popular music.
A 12 year old's child could come up with a better critique.

we need to encourage more 12 year olds to write music then

Why is it that some people think that poppy and memorable = bad?
