Yeah, I can see your point. When I listened to it for the first time, when it was released, I had the same feelings. But it always grown up on me with time.
And this brought to my mind a statement of Bill Bruford about King Crimson: "When you want to hear where music is going in the future, you put on a King Crimson album".
And I think this album is a great example of that.
