Which I can see to some degree but also sounds kinda wonky to me given the variety of drugs available, the increase variability/potency, dose-dependency and frequency-dependency. I mean abuse is pretty much a matter of frequency and dosage. I can also abuse caffeine (although it's a lot harder).
