It's a four-second clip. He's very definitely singing the note when it's flat. Reference 7:42 of the link Casavir helpfully provided above. He holds the note for a while (and slides into the correct pitch eventually) but it's drowned in reverb specifically to try and hide the fact that it's weak af and flat.

Given the fact that he does reproduce the note that exact same way in what little live footage of The Killing Hand with this lineup exists, it's entirely intentional and meant to reflect the generally more morose and ethereal atmosphere of this song and the album as a whole. This is only supported by the fact that Dominici then belts out a powerful note after Myung's solo carries through until 7:59.
I'm just finding it hard to take you seriously at all given that you're calling Charlie a bad vocalist on the basis of applying himself appropriately to the music he is given.

Tbh it's like LaBrie was pressured by the other guys (portnoy) to be a bad ass metal singer while the cleaner stuff on I&W was much more his style. I think the rapsy, screamy stuff he did in 1993 doesn't sound that good. I prefer Dominici on the Dominici material as well
