Yeah, I can see that, especially after multiple listens. You might look at it though like it's closing up not just the song but the whole album. Kinda how like the ending of The Lord of the Rings: The Return of the King was superdy too long for the movie itself, but when it taken in the context of the whole trilogy it was pretty appropriate. That's how I feel about the end of City Cloaked.

This finally hit me, i was a little influenced and sitting in my car waiting for my friend to get to is house so i could go in...i wound up listening to this all the way through and realized just how perfectly executed this album is...this took a big leap to the top of my 08 list

I'm not sure why i can't get my head wrapped on this one. I like a lot of what Coke gives a favorable review. But, I cannot get into this album. I just get a great sense of boredom. With bands like In Mourning dropping debut bombs. I just find this album to be less appealing. Maybe with a few more listens (I've currently listened 3 times) this will dawn on me.
