Technically, one could credit Anthrax as being the first band of that style, the mixed rap and metal back in 1985.
Korn is, however, the very first album of its style and it's not very rappy or hip-hoppy at all. Other bands mixed rap and metal like the above mentioned Faith No More but Korn is the first official nu-metal band. (Or as it was dubbed until 1998ish, "new metal".)
