My first impression is that SoE has a better first half, but this has a better second half and is overall probably the better album. Lots of people prefer SoE though so I'd say it's worth a listen.

does it have the same kind of atmosphere, ie slow-burning instrumentals?

Yeah, it's a bit more energetic but very much the same style
