yes for sure, but in most uses outside of context (again, in larger part a product of the kind of people who use it that way), i read it as a really unhelpful criticism because it tends to imply an ignorance or disregard of the poignancy of the former (especially if the album in question would be viewed not unfavourably as the former kind by the people it actually appeals to)

"it never intended to fall into the background"

...but imo this does actively cater to exhibit A to the point that the ambiguity does start to get kinda fucky

which is to say that i v much get your point but we have descended irretrievably into the optics of phrasing (mum, I'm home)

yeah, I would never criticise something I felt was intentionally designed as background music as ‘backgroundy’… agreed with a few of the previous thoughts that there’s a difference

Fading into the background because it’s failing to completely hold my attention is a different kettle of fish entirely

Of course we can argue artist’s intentions and there may be grey areas and all that, but this doesn’t feel like something I’d describe as ‘background music’ - it just fails to engage on a meaningful level for the duration despite having some nice sounds or whatever
