you're grasping at straws with the universally applicable songwriting template thing. there is obviously no template, it just feels a bit lazy to me to have a song that just loops 3 times and then ends with no change or progression at all. it doesn't justify its length. I gain nothing from hearing it one last time after having already heard it twice
it's actually kind of ironic that you're taking issue with this since you're the one that parlayed your own arbitrary ideas of what constitutes a valid transition from one section of a song to the next into a sweeping declaration of what is and is not in fact a song on recent threads. you were supposed to have my back on this one

literally what ars said; to characterise Pandora as "basically a minute and a half long song that loops 3 times" is a blatant mischaracterization of it, and this weird ascertion that it's lazy songwriting kinda just says you literally have no idea what you're on about.
The song's choruses are literally broken up by long instrumental passages, which progressively vary the theme and shift the direction of the songs mood while they do so. These instrumental breaks and melody progressions also serve to build anticipation of the chorus's return, it is then satisfying when it does. Every time the chorus comes back, there's always some subtle inflection or attack to the delivery, particularly noticible in Liz's vocals, but also in the synth.
The use of repitition in this song works as an affirmation of its grace. This song does not intend to deliver a punch---it is not, for example, Blue Bell Knoll or A Kissed Out Red Floatboat---rather, Pandora wants you to lose yourself in it instead. It is meditative.
