I'm guessing you mean he wishes he could put out these projects like Kendrick?
The second part. Kanye's last good album was in 2010. He hasn't been relevant in the slightest in terms of studio output since and has just been using his idiotic antics to stay in the spotlight. Kendrick gets attention almost 100% through talent.
So even though you say "rapper" to someone and they're more likely to say Kanye than Kendrick, there's no doubt as to who is much better in 2016.

Yeah Kendrick has been pretty much the undisputed king of hip hop since the release of TPAB. If Kanye put out stuff like GKMC and TPAB, his albums would actually live up to the hype that he puts on his own albums.
