I don't think the characters were dull so much as people weren't so invested immediately. 3 games with chief makes you care but throw a half dozen new people in the mix and most people won't latch on quickly. I liked them well enough however. If they were included for two games or more, or conversely just a longer game people might not say they were so dull.

odst did what most current games do when making characters: he'll be the funny guy, he'll be the by-the-book sgt, she'll be the mysterious agent, he'll be the rookie that saves the day, etc.
Its always cookie-cutter characters with extremely overblown cliches. I'd rather have characters like Johnson or Miranda from the original trilogy who are just normal people with believable personalities who come off as boring because realistically, who the fuck are they trying to impress?

If we're being perfectly accurate and honest the only really fleshed out characters are chief and cortana. It's a shooter, this isn't A+ storytelling but it's solid.

Bang on, if you're expecting great story from Halo you're doing it wrong. The online play is where it's at but despite that ODST was my favourite Halo campaign due to the soundtrack, it's atmosphere roaming around in the streets and it's more humanistic feel (which Reach botched hard).

Yeah. Even Chief and Cortana aren't exactly deeply affecting characters. Even when I was 13, they weren't anything all that special. Fun as hell games though.
