i havent heard this album but for the sake of arguing against a retarded usage of 'definition' to back a point...
that definition is outdated and secondarily, any sounds could be perceived as "sound perceived as pleasingly harmonious" considering that is completely subjective
it then goes on to identify "softly lapping water" as music which furthers the suggestion that any sounds can be considered or perceived as music
furthermore, the arts have grown beyond the scope of what is 'pleasant'. to quote banksy
'Art should comfort the disturbed and disturb the comfortable.'
clearly people who 1 this and argue it is not music are disturbed so even solely based on the fact that it got that kind of reaction out of some people gives it its own niche in the arts alone.
the best part is that while trying to argue that it isn't music all you people are doing is perpetuating the fact that dissonant or unpleasant art and music is getting the exact reaction that it set out to get and carving a bigger niche for these things.
so, yes, this is music because a) it can be perceived as such even if its too disgruntling for your poor little sensibilities
b) we live in an era that is practically defined by challenging boundaries and definitions
c) who the fuck is anybody to say anything isn't art. last time i checked people were making thousands as famous artists canning their own shit and painting with period blood and albums like Trout Mask Replica were beloved classics in the eyes of many.

It sounds like somebody needs to read up on the difference between modernity, postmodernity and post-postmodernity. This is another failure of the review I didn't mention.
