is this a good place to start with this band

Yes it is! Alternatively, you could also start with I Can Feel The Heart Beating As One. This album is more consistent (and their best in my opinion), but I Can Feel The Heart Beating As One is a bit more varied and kinda shows all the different styles the band plays around with.

Glad to hear it! Yeah, honestly pretty much everything by this band takes some time to fully appreciate (but well worth the effort)

There's a big day coming, about a mile away
Big Day Coming is of the best openers ever, just in terms of setting the stage for an album's vibe

I can listen to them any time of year, but I'm also more in the mood for them when the weather's warm. In particular, Painful is top-tier sunny day music for me and And Then Nothing Turned Itself Inside... is an essential summer night record.
