That's tough. Steve Howe and Bill Bruford were/are animals.

It's like comparing sex with sex. They're both pretty awesome.

Well Bruford doesn't really come into it seeing as I didn't mention drummers (as much as I love Phil's drumming he's not quite a contender for best prog drummer for me).

For me the closest rivals for each category are David Gilmour (guitarist), John Evan (keyboardist) and Ian Anderson (vocalist).

Not being funny, but as far as the technical side of the instrument goes and the sounds he got out of it, you'd be lucky to find someone that matches him in any genre tbh. It's that distinct sound that he has, so unique, sure you could listen to Latimer and think 'this sounds lush', but that sound was and can be recreated at any time. Fripp's couldn't without being a blatant rip off.
