Mustaine is an exceptional guitarist with some very innovative work in the rhythm department, but, Hammett is imo miles better at soloing. You say Hangar 18, i will say RtL, Cthulhu, One and so on...
It is a bit unfair to compare them though, each one is good at what they do, Mustaine is a rhythmic guitar player, hammett is a solo guitar player. It would be more interesting to compare Mustaine with Hetfield.

Mustsine is more technical but Hetfield is a better songwriter. Two of the best guitarist in metal.
However, Jeff Hannemann (RIP) rules the roost in the riff department.

Objectively the better songwriter will be judged based on technique ,skill, mastery of different forms of styles etc. So Mustaine wins a bit here as well. Now you can like one songwriter's way of writing songs over the other.

Metallica writes catchier groovier riffs while Megadeth writes more technical and musically inclined riffs, that's usually how i see it
