Undertow is best.
Mixed and mastered perfectly - it sounds like anal sex with a beautiful virgin. No filler. No song too short, no song too long - they are just right. Best hidden track ever recorded. Totally dark and consistent. Paul slaptheshitoutofjustinchancellor D'Amour. Henry B.A.M.F. Rollins. Raw Tool. It's a perfect god damn album.
I'm not going to say anyone is wrong, I'm just going to say please give Undertow the credit it deserves. Tool is one of my favorite bands I've listened to them for 20 years, and to see 10,000 days ranked higher than Undertow on this site is such a shame!
