it was just kind of a joke-y way of saying the atmosphere/mood he set with his rapping, which is kind of the "cool gangsta" rapping. Just like Common can set a really "positive and optimistic" atmosphere with his rapping and Wu-tang can kind of set this "grimy/dirty streets" atmosphere with their rapping.

and I actually like Tha Block is Hot. I feel like in his Tha Block is Hot/Tha Carter/Hot Boyz days, he made pretty good music but it was just nothing more than a good New Orleans/southern/Cash Money artist with some nice production, like you could hear that with any other above-average southern rapper at the time, but with The Carter II, he built a niche and style for himself to set himself apart which is when he really started shining.
