Up there for sure. If you consider Rust in Peace speed metal, it's my number 1. Then a couple of Blind Guardians and then this one. But the fine line between speed/thrash/power is so thin.

I have never understand the term speed metal. There are bands outside the tag that are faster. I'd presume its used more to describe an era.

I think speed metal has been attributed to bands from Motorhead and Venom to Running Wild and Blind Guardian. The differences between speed and thrash have to be the vocals and that speed is more melodic (as John mentioned). Now when it comes to speed and power, power metal is more bombastic, has a bit more flair and layers to it (some call it cheese). But again the line is so thin, that early Helloween (Walls of Jericho) for example, is speed metal while the two Keys are more on the power side. A typical example of speed metal that comes to my mind has to be Agent Steel whereas for more modern stuff, I'd say Ranger or Midnight.

According to wikipedia the japanese neoclassical/power metal scene stuff could be considered speed metal.
