The difference is that 4 minutes and 33 seconds of silence are pretty easy to sit through and can even be rewarding because you are given the opportunity to notice the sounds that fill the silence around you. I don't say that I love it (I haven't experienced it live so I guess I can't really say all that much about it), but I think it's something that is at the very least not offensive in the sense that it doesn't hurt sitting through it. This one, however is a totally different case. If it was 4 minutes long, it would still be dumb because it's an ugly peep tone, but no, if you want to listen to it in full you have to endure it for one freaking hour. I rate stuff according to how much I enjoy listening to it from front to back. This is an hour of peep, of course it's offensive and it's dumb. It's not comparable to 4:33 of silence.
