Discipline represents the return of King Crimson in a great shape. It's clearly their best studio album of the 80's and is also, for me, one of their best albums.
Yes, the album sounds much to Talking Heads. Remember that we are in the 80's, the time of the new wave movement, and it has also Belew.
In reality, King Crimson were ever in the front place of the music.

I really don't love this as much as most people, Matte Kudasai and the second half of the album are pretty average imo
The vocals on Elephant Talk are sexy as hell though, one of the best moments in their discog

I don't completely agree with you.
It's true that “Matte Kudasai” is a totally different song, but is a very beautiful and nostalgic song. The instrumental backing here doesn’t go off into virtuoso standards of the two previous songs of the album, but contains itself a great mood to the song. This track also features the best vocals on the album and proves that Below is a fine singer.

“The Sheltering Sky” is probably the most subtly beautiful piece of music that King Crimson has ever made. It has sometimes described as the showcase piece of the album. It begins with a quiet percussive line that gradually developing through various subtle arrangements and finally returning to the percussive line on which it began. This is really great.

Yeah, Sir Lord, Red is really great and unique. However, don't forget that King Crimson never made two similar albums, with the exception of their first two albums.

first three are far from being very different tho, i mean "In the Wake of Poseidon" is pretty much a rip off of "In Court".

Yeah, both have many common points. However, Lizard is a very different album, probably is their most difficult album to listen.
Anyway, don't forget what Bruford wrote about King Crimson:
" When you want to hear where music is going in the future, you put on a King Crimson album."

In your dreams...You have to consider that it would have been impossible to happen cos after Red, KC were on a hiatus that led the band 7 years later to release Discipline with a total different line up surrounding Fripp.

Yeah, this is completely true. And don't forget that it was the time of the punk and not the time of the prog. By the other hand, Bruford and Wetton appeared with a new band, the U.K. So, all was made for that was an impossible thing.
