It isn't, it's an album propped up by three really good songs, a decent single and a bunch of material that is up to par with their usual 80s fare.
There's a reason why nobody talks about the album outside of the title track or The Show Must Go On, because a lot of the album is very mediocre.
Nobody legitimately thinks stuff like Ride the Wild Wind or I Can't Live With You is up their with their classic material

I think every song in Innuendo is great and stands on its own. Wether it is the technical or lyrical awesomeness of the opener and the closer or just as an extremly effective pop song in other tracks. Even Delilah which is the weakest track manages to be, at least, super catchy for me.
I find the album to be Queen's most mature release and the culmination of their sound. Mixing the more complex and heavier vibe of their early material with the excellent pop formula of their 80's era (but without the inconsistency of those albums).
I know it has a "high" avg in here and RYM (both of which I think should be higher tbh) but let's not forget that these are sites used by small communities of very hardcore music aficionados. When I said it was underrated I meant as in for the masses and music critics. If it was just Sputnik or RYM that we were talking about then we could say Gospel's one of the greatest bands ever when we all know that it is only in these sites that they're that big (I love them btw)

I thought it received mixed reviews. Certainly some critics liked it but just as many critics said it was weak as far as I'm concerned
As for how popular it is among people... I don't know man, even its most popular songs (the t/t and The Show Must Go On) aren't known by your typical "OMG QUEEN IS THE BEST, BOHEMIAN RHAPSODY IS THE BEST SONG EVER LOL, LET'S GO WATCH THE MOVIE!" kind of fan. At least from what I've seen

I think I really like this. Have Queen more progressive leaning albums like this and A Night At The Opera? Their other stuff (I also listened to ADATR) is pretty pleasant so far, but this appeals a little more to me
