You just noticed this? He's been doing this since United Abominations, and part of the time since The World Needs a Hero.
The System Has Failed was the last really strong Megadeth album as far as I'm concerned. UA and Endgame were both mindless attempts to recreate Rust in Peace but without any memorable or innovative riffs or melodies, and Thirteen was ok but forgettable. Dave really should just hire a new vocalist - in the end it's the vocals that have really brought the last four albums down.

First of all, the review was good, so pos.
Second, my overall impression of your assessment was not a 2. You seem to concentrate a bit more on the positive aspect, without there really being enough criticism to justify the 2.
Third, I haven't listened to the album yet, but I did hear Kingmaker, and my opinion, as well as that of most other people, is that it's a really great song. Some have even said that it's the best on the album. So your description of it as "dull" and having "mundane riffs" is a bit disagreeable.
