I think this pushes more boundaries than the other so-called "progressive hip hop" of the last 1-2 years (i.e. Odd Future, Shabazz Palaces, Death Grips). For instance, the aforementioned groups (especially OF and DG) seem like they're making "different" sounds for the sake of sounding different, in some futile attempt to incite teenage suburban rebellion (think ICP and Korn in the mid-90s).
Shabazz Palaces pulls off the progressive thing much better, but still doesn't make the pieces fit together quite right. Danny Brown's a pretty good example of pushing the boundaries, but his over-reliance on his unique delivery knocks him down just a bit for me (don't get me wrong though, he still released one of my ten favorite albums of last year).
I agree that Sir Lucious Left Foot was more a perfecting of its particular sub-genre than it was a revolution, but R.A.P. Music (to me) is both. First off, when has classic southern rap ever been mixed with futuristic, urban paranoia? Most musical progressions involve the combination of various sub-genres (see various post- and -core genres), this is true in hip hop as well -- the midwest sound was a combination of west coast and east coast rap, the indie sound was a combo of indie music with backpack rap, etc etc.
I think this album is the embodiment of everything that hip hop genre-bending should be.

idk I've never heard a southern flow over El-P's production before. Plus this sounds a LOT different from pretty much everything El-P's done before, save for his solo album that came out a week or two ago.
I mean if that's the logic we're using then Death Grips certainly aren't pushing any boundaries, it's just yelling over beats that ape El-P. off-kilter snare =/= progressive music

and yeah this isn't the most revolutionary album I've ever heard, but hip hop is a genre where a ton
of progression is difficult to accomplish. I mean when it comes down to it, it will always be just
rhyming over beats.

inveigh you hit it on the nose. this isn't an el-p record with souther rapping so much as it is a southern hip-hop record with a progressive twist.
