for me songwriting is always connected to the lyrics, and they are very important for sure, just not really in this particular genre which bases itself on technicality, catchy melodies and long-winded structures
in general, your typical dt fan doesn't care if the song is well-written but focuses on the technical aspects and catchy riffs instead

It's also not really true that progressive metal in general is based on technicality and long-winded structures. It's far too diverse to be generalized in such way. Queensryche, Crimson Glory, parts of Fates Warning etc aren't long-winded at all. I won't complain about the catchy melodies though, that's part of it in most cases I guess.
Edit: Just read the comment above and yeah, song-writing is often used as a synonym for composition. Now I fully understand why you'd say that Portnoy is a bad song-writer.
