I find myself agreeing with Voivod on the jazz bit, though for me the female vocals turn me off here.
The instrumental tracks remind me of something a remake of Cowboy Bebop would have, and I definitely understand where this album is comparable to a city.

Since when is instrumental hip hop and/or trip hop called dubstep? I do have a hard time picking out what is or isn't considered dubstep sometimes these days, but the tempo, kick-snare, heavy sub-bass and dark feel are probably what do it here.

Yeah, that's the stuff. It just seems so "off" from the spirit of things like this. These releases seem to be about subtlety and atmosphere, while the popular shit seems to say "FUCK IT, MORE WOBBLY BASS"
so i hear about dubstep all the time now which is weird because i had never heard of it before like a year ago, and i'm like oh cool some good music is popular now! and then i heard it... the stupidest shit gets popular.

Since when did this have anything to do with instrumental hip hop? It's dubstep in this case because it contains all the elements of the genre, shuffling half step beats, deep reverberating bass etc. Are you being thrown off because it's being handled, for the most part, by actual instruments?

I listened to a few songs, I've not heard any dubstep flourishes, just trip hop... You are aware that dubstep requires actual dubbing, right? Where's the dubstep (cream filling)? Recommend a track?
